Treat every color as a controlled SKU component
List color name or code, approved coloring reference, barrel or end identification, tray position, quantity per set, allowed substitution, and evidence. A count of 24 does not prove that the 24 required colors are present or consistently identified.

A 12-count paper box, 24-count tin, and 36-count tube are different products. Normalize tray, insert, box or tin, artwork, labels, barcode, accessories, pack dimensions, carton, testing request, inspection, freight, and delivery term before comparing quotations.
